We're looking into creating a task board for activities that can be completed in Mozilla. One of those sets of activities is localization of our products and web properties. Unfortunately, it's difficult to determine what strings are left to be completed for a given build.

What I would like to extract from Elmo is the following:
* Version of Firefox
* Locale Id
* String (or set of strings per build) not translated within that locale

You want to write a competing dashboard to an in-development dashboard? That's kinda meta.

Also, figuring out which strings are missing isn't really the difficult part.

So much hate, Pike :(. 

The task board I'm referring to won't really compete with whatever your team is building, but include a superset of activities other than localization (i.e. running tests, add-on review, client and web development, design, etc.). 

Sure, this request came out without much context, but its a perfectly viable bug IMO.

Provide context then? A mockup including the interactions or anything tangible?

At this stage of this bug, we can't triage this bug, let alone implement something.
