662815 - Unusual scroll/pan behavior for browserscope.org

Steps to reproduce:
1. Open Nightly app
2. Put the device in landscape mode
3. Browse to http://www.browserscope.org
4. Tap on "How Does Your Browser Compare?" button
5. Tap on "Go to Security Tests" button
6. Scroll up and down the page

Expected result:
Webpage scrolls normally and there are no checkerboards on its edges.

Actual result:
The webpage is scrolling even if the visible content doesn't change its position. On the left and bottom edges checkerboards are scrolling/panning.
