to be clear this is for eliminating XUL dependencies for Composer, not for a 3rd
party doing editor embedding, correct?
I believe this is either a dup of 66305 or allready fixed by the command 
observers all ready. i am marking this fixed.  We can right now allow and 
arbitrary supplier of a command observer to get messages that something changed 
then query the nsCommandManager for any command updating.
