663522 - [fennec][german] request for a shorter sync dialog

1) set device to portrait
2) set fennec to german
3) go to the sync dialog (ie preferences panel -> sync

Expected: the part where "I am not near my computer" link should be visible
Actual: you have to scroll to it, but there's no scroll indicator so first time users may have a harder time realizing that there's an option since the visual cut off of the 3 bar lines are fully listed

This dialog is gone in Firefox for Android 29.0a2 where the new Firefox Accounts sync is used.
