See bug 651889 comment 6. This should help improve startup time on cold startup with the cache, which is slower than actually decompressing from the apk.
From testing on my Nexus S, it looks like library cache is always slower than decompression on cold cache, whatever amount of preloading I put. It might however depend very much on devices, though I doubt there are devices out there (yet) where this wouldn't be true.
We're not extracting anymore, so this doesn't make sense, now. (And had bad results anyway)
