665637 - Change notification email subjects so they can be threaded and sorted

Currently notification email for forum replies don't start with "Re:" so email programs won't collect them into threads - we should change that. Also, the individual article discussions don't include the name of the article so you have to read the email and look at the post url to figure out which article it refers to. We should change that also.

New notification subject lines would then look like this:

Article discussions:
1st email: Name-of-article - Name-of-thread
2nd+ email: Re: Name-of-article  - Name-of-thread

Forum discussions:
1st email: Name-of-forum  - Name-of-thread
2nd+ email: Re: Name-of-forum  - Name-of-thread

I'd add to this list the ready-for-localization notification e-mails:
Name-of-article (en-US) has a new approved revision ready for localization

Scoobidiver, I'm not sure what you want. Are you asking for us to add the locale to ready-for-l10n mails? (The locale is always en-US, as only English articles are localizable.)

If you check "Approved" and "Ready for localization" in the Get email popup and the article is marked ready for localization after it was approved, you'll receive the same email.

Verified new options for waiting for review, approved, and ready for localization. Verified new thread and reply thread titles for email notifications.
