If you're editing cookies with the Data Manager and, on another web page, go to Manage Popups (or any other combination that requires Data Manager), the original instance is reused and changes focus to the new domain and category. A new window should be opened instead.

I agree too. Note that this only occurs in relation to Page Info | Security -> View Cookies. Otherwise you are able to separately open independent about:data's. If you have multiple instances of about:data open, View Cookies will always focus on the first instance. If you close (1st), then View Cookies will focus on (2nd) ... Highly irregular.
