[NNTP] Repair Folder prompts twice to download headers (and downloads twice)

STR:
1. Subscribe to a newsgroup with a long retention time (IE mozilla.support.thunderbird about 150000+ headers)
2. In folder properties click on "Repair Folder"
3. Answer the dialog with download all headers
4. A 2nd dialog appears for headers download.

If you cancel the 2nd download request the operation is "Normal"
If you request download all headers on the 2nd dialog a 2nd instance of downloading will occur.
(You can observe this in the status bar with the count jumping from one instance to the other)

This is problematic for low end systems as a lot of memory/CPU seems to be involved in the process.(That's probably another bug)

It's quite easy for the user to think he "missed a click" in the first dialog and thus spawn 2 download operations.

Mozilla/5.0 (Windows NT 5.0; rv:5.0) Gecko/20110616 Thunderbird/5.0b2pre ID:20110616000024
As well as in a current TB 7.0 build on 2 different systems.
 
Sev=Major as it's easy to produce and can cause UI freeze on some systems.

right - that's essentially a double hit of bug 1143519.
