Confirmed on NT4 SP4 using BuildID 2001012205. The boxes go away as soon as you mouse over the right hand panel.

Although I didn't investigate much, I just had to look at the top to the source of php.net/index.html to see that they are using layers. Layers are not supported in mozilla, and is not a standard. -> Evangelism OS -> All Platform -> All
Component: Layout → Evangelism
OS: Windows NT → All
Hardware: PC → All
Actually, this _is_ a bug in mozilla -- the page uses layers only for Netscape 4.x Resolving as duplicate of a longstanding bug on those white boxes. *** This bug has been marked as a duplicate of 58212 ***
