As promised in bug 660504, it makes things a bit more explicit about who is doing what and why. Verified in http://tbpl.mozilla.org/?tree=Try&rev=c8262e0e7ef1 that nobody's running the tests they can't run, and spot-checked that the ones they should be running are run.
I left the preprocessing going since it's used in a few cases for things other than deciding whether to abort, which is nice since replacing a preprocessed file is a miserable trail of clobberings.
