668703 - Should only register one observer to nsIWindowWatcher in window-utils

Atm a observer per WindowTracker is registered to nsIWindowWatcher in window-utils, and each observer has a observe method that repeats the same if logic. In order to cut out that repetition I think using a single observer would be better.
