There should be a locale choose ui in the preferences section of Firefox mobile 6 beta 1. I see this on Desire S (Android 2.3) and HTC G2 (Android 2.2).

Once we're no longer doing split repo releases (6.0b2?) and are on mozilla-beta and mozilla-release, these config files should stay fairly static.
