669898 - Sync passwords, etc. before history

When synchronizing your data to your mobile device for the first time, I've noticed that it takes a while before your passwords can be used because the sync can take more than a few minutes.

I then looked at the quotas and it turns out that my profile were using about 100 KB or so for most items including bookmarks, passwords, etc. However, history was using a whopping 10 MB. I suspect that this ratio is pretty common for most Sync accounts, so I would suggest that we tweak the order of items synced to make sure everything else is synced before history. 

That way, we avoid the impression of a half-broken sync because not everything is fully synced until the user starts to use the Awesome Screen.
