see if we can rsync test package contents to test slaves instead of downloading full package

Currently every time a test slave goes to run a set of unit tests it must first download the entire test package, which is quite large. However, most of the files within the package don't change very frequently, so it feels like rsync would be a good fit here. We'd need to have the test package for each build unpacked somewhere, so that test machines can rsync the individual files over. I don't know if we can store that on stage, we should only have to keep each set of files for a matter of hours or days for the tests to work. (I guess ideally slaves would be able to fall back on downloading the test package in case someone wanted to re-trigger an old test job.)

We discussed this and decided there's not a big enough win to justify the work.
