Steps to reproduce:
I want to see the few URLs which have permissions to allow cookies, downloads or popups.
Actual results:
Seamonkey 2.1 and Seamonkey 2.2 lists hundreds of URLs.
About 98% of these URLs are blocked by "SpyBot & Destroy".
Seamonkey 2.2 allows only the search by URL-name.
So URLs with permission can not be easily found.
Expected results:
It would be nice, if the URL could also be sorted by the blocking state.
Up to Seamonkey 2.0 the list had a tab for the blocking state.
So permissions could easily be found.

This is much like other calls for Data Manager changes, such that it not (necessarily) be domain based.

I think that the problem described here wouldn't be resolved by making the full list or a subset thereof available again as proposed in the other bugs. The main issue is that the new Permissions tabs won't allow sorting by status (or sorting by any other criteria for that matter), so that feature got lost in the redesign.
Confirming to cover that aspect, which obviously would increase relevance with bug 664574 and especially bug 666098 addressed.

Confirmed.
Spybot adds ~14961 entries into each of the following Permissions sections; Images, Installations, & Popups, & separately ~193 Cookies (blockers), for a total of ~45078 entries.
(I suppose this is with spybotsd-2.0.4-beta2.exe & its' Immunize feature? Regardless ...)
(Note that they add Base 2nd level Domains, & also Full Domains for each "domain". For instance ... the.007guard.com & www.install.007guard.com & install.007guard.com & 007guard.com & www.007guard.com.)
(IMO this is all overkill. Nevertheless.)
Similarly, Spyware Blaster will set 232 domains as blocked for Cookies.

Spybot may be an extreme example, but I'm sure there are other cases where you want to see which type of permissions was given to which specific domain. If multiple subdomains with various permission types are present, the list doesn't appear to be sorted at all. Thus, being able to sort the list by those three items (full domain, permission type, permission settings) would be beneficial.
