(Not sure what is right component for Certifikace Manager. Feel free to correct me.)

It looks like that list of certificates in Certificate Manager isn't sorted correctly when name of certificate (name of the authority) begins with some non-ascii char.

You can try certificate which is attached in this bug. Certificate whould be between chars "C" and "D" and not after "Z".

User states that the sorting is not alphabetic at all and hence confusing.

Sounds like something nice to have but it's too late for a fix for 53. 
Keeler is this on your radar at all or general backlog? Maybe we could mark it as a good first bug.

This is on my radar. I'm not sure this is a good first bug, though (it might be as simple as changing https://dxr.mozilla.org/mozilla-central/rev/f40e24f40b4c4556944c762d4764eace261297f5/security/manager/ssl/nsCertTree.cpp#1350 to something like nsCaseInsensitiveUTF8StringComparator, but there may be more to it than that. Also, writing a test for this would probably not be all that easy.)

¡Hola David!

Revisiting this one due to https://support.mozilla.org/questions/1180426 which has a slight variant were the user claims certificates can't be sorted by date either.

I don't have any certificates on my Nightly so I have to take the user's word for it.

Would that be a separate bug or this one could do?

Updated flags as well as this is not yet fixed, correct?

That would be a separate bug. It's just not something we support at the moment.
Also, correct - this bug is not yet fixed.
