Details
Email notifications are not being sent to users who signed up in a locale to receive notification if a kb revision is 'approved' or 'ready for localization'. Notifications are being sent when a revision is waiting for approval, has been edited or to the editor if their revision was approved.
1) support.allizom.org [also repro'd on support-release, although that was working as of 7/19]
2) rbillings signs up on /en-US/contributors for "approved" email notifications
3)https://support.allizom.org/en-US/kb/adventure/history
4)a KB Reviewer selects a revision and approves it [not one by rbillings]
expected: rbillings receives email stating " article (en-US) has a new approved revision (kbreviewer)
actual: user who made the revision gets approval notice, but not anyone who signed up on the locale

Clarification: approval email for the locale did go through on support-release, but not on support.allizom

This was some issue related to our stage setup back then.
