All of the source files and tools used to build the unicode converters are not 
in the source tree.

Frank, could you add to the cc: list the other people who know how to create the 
converters?

ok. I move the tool from the mozilla classic into mozilla/intl/uconv/tools
Here is the patch.
It build on both unix and window now. Not build by default.

Relationship between tables and modules are not clear.

The tool has to be reviewed and checked in,

what a hack. I have not touch mozilla code for 2 years. I didn't read these bugs
for 2 years. And they are still there. Just close them as won't fix to clean up.

I checked in mkjpconv.pl and removed cp932tojdx.pl and jis0208fromcp932.pl per comment 8 and bug 54135 comment 62.
