Move all-locales for repacks from source repo into build config

We should move all-locales out of comm-central/mail and into build-config.

For the rapid release cycle stuff, we want less locales on central, most locales on aurora, and from there less on beta, and less on release.

The merge logic is going to make all all-locales files the one of the upper branch every six weeks, so using all-locales in the source code repo is wrong.

Putting them into build config sounds much more like it.

This blocks building less locales on central than on aurora.
There's probably some buildbot configuration needs updating alongside this patch, but seeing as John's asked me about it in the past, getting the initial configuration and the all-locales files into buildbot-configs isn't a bad thing (this also means Axel can start using it when appropriate).

If it is easy to pick up the config changes for buildbot to run with this, then that is good. If not, we can just pick it up on our next scheduled run.

(Note that we may be having at least one more locale being added to the Thunderbird list sometime soon, so I can ask them the question up front, but it would most likely be one locale we'd build just on aurora and not on central).
