Use cases for this (CssUtils?) API :
- display 'unique' selector in the highlighter
- create and append a new empty rule for the selected node in the Style Editor
- Scratchpad integration? (to get a reference to the selected node via preferred API [jquery/...])

I don't think it's helpful keeping this around. It is useful, but is not GCLI specific, and whoever needs it first should create it.
