The Windows "Display : Appearance" control panel allows you to set the scrollbar width, but these settings aren't carried over into Mozilla for non-native scrollbars. Reasons why this is a useful setting on Windows: 1. narrow scrollbars are useful on laptops, small screens, for users with a lifetime of mouse-use, 2. wide scrollbars are useful for those using high resolutions and anyone who'd have difficulty reaching small click-targets. Problems in implementing it: the arrows ought to scale according to size (they're taken from the marlett.ttf font), but won't because we use .gifs instead. Big arrow in small scrollbar & vice versa might look worse than if nothing had been done.
