Tab strip would not scroll when I dragged a tab of other browsers.

Reproducible: Always

Steps to Reproduce:

1. Open more than 2 browsers
2. Open several tabs in order to overflow tab strip.
3. Drag a tab to the overflowed tab strip.
   And try to scroll the strip.

Actual Results: 
  The overflowed tab strip does not scroll.

Expected Results: 
  The overflowed tab strip should scroll.
How did they miss this !
It wasn't missed, but intentional 455694 comment 87.

We didn't miss it. We wanted to land the foundation of the feature first and handle followups later.

Asking for tracking for the regression... This has been biting me a lot.  :(
release drivers aren't going to track this, but we're open to approving fixes if they come in soon and are relatively safe.

The most likely approach we will take to fix this is simply to fix bug 674925.
I'll be working on bug 674925, but I'd like to avoid prematurely assigning myself to all the dependent bugs.
