For making SeaMonkey 2.2 Beta 2 public, we'll need to update the website.

This can happen once mirror saturation is good enough, though it's usually a good idea to also have final_verification run and OK before going public on the website.

Note that our linux64 contrib/ links should actually point to ftp.mozilla.org rather than releases.mozilla.org

Also 2.3b2 is adding two locales:
