I cannot dragover a tab onto "Workspace Switcher" in the GNOME bottom panel, cannot detach a tab on different workspace

Reproducible: Always

Steps to Reproduce:

1. Dtart browser
2. Open several tabs in both browsers
3. Dragover a tab onto "Workspace Switcher" in the GNOME bottom panel
4. Hold for a while to switch Workspace automatically
5. Drop the tab

Actual Results: 
  I cannot dragover a tab onto "Workspace Switcher".

Expected Results: 
  A tab can be dragged over onto "Workspace Switcher".
  And a tab should be able to open the tab on different workspace
