A first stab at this:

- Feeds for all documents and documents tagged for review
- New DocumentManager in models.py to help with filtering for documents
  in views and feeds
- New templates for documents listed by review tags
- Added feed autodiscover headers to listing pages
- Tests for new pages and feeds affected by review tags
