wiki.mozilla.org doesn't specify that it's under a creative commons license, and it probably should. Usually this needs to be set in LocalSettings.php, but if it's not even implemented in the theme, that needs to be done first. I didn't see one in the Monobook theme, so it probably needs to be added. See also: http://www.mediawiki.org/wiki/Copyright
It looks like the About MozillaWiki page has always had this.
