This might have something to do with how we interpret "modal" on OSX (I'm on Lion for what it's worth), but whatever it is, the Select Add-ons dialog stays raised even when switching to a different application.
The attached screenshot shows the window still raised even though I've switched to LimeChat.

This is a new feature in Firefox 8.

Perhaps because they are modal with no parent or perhaps because we run them before running the cocoa event loop or something but this seems to affect both the dialogs we can show at startup. Both are opened with the arguments "chrome,centerscreen,dialog,titlebar,modal"

Ok, seems to be OSX specific and how we do modal windows there. On Linux things are fine (though it shows up as "Untitled window" in the taskbar).
This isn't restricted to dialogs shown during startup either (though the no parent window might be relevant). The clear recent history window remains raised as well.

This doesn't seem to be a regression from bug 596343, nor is it new so I don't think we need to track this for 8

In fact based on clear private data doing it too I'm going to claim this isn't an add-ons manager bug, likely widget

Could be related to the problem we have with that clear recent history dialog which is handled on bug 464930.
