I am asked to login every time even when requirelogin is set to OFF

User Agent: Mozilla/5.0 (Windows NT 5.1) AppleWebKit/535.1 (KHTML, like Gecko) Chrome/13.0.782.112 Safari/535.1
Steps to reproduce:
1. Installed Bugzilla version 4.0.1
2. Under Administration -> User Authentication -> Set requirelogin to ON
3. I was asked to login every time when browsing beyond main page.
4. I again changed Under Administration -> User Authentication -> Set requirelogin to OFF
Actual results:
I am still asked to login every time I browse thru pages beyond main page
Expected results:
I should be asked for login beyond main page once requirelogin option is set to OFF

Frédéric Buclin, I have all the parameters set correctly and was able to browse as expected. Not sure what went wrong after following the documentation regarding setting/configuration of Bugzilla.
