Stop button on a loaded page has strange and bad consequences

It looks like clicking on the Stop button on a fully loaded page causes some
strange behavior even though the Stop button is greyed out. It seems to prevent
the proper painting of the background image and also prevents JavaScript
mouseovers from working.
To reproduce the background image not repainting:
1) Go to http://www.sfgate.com/
2) Drop and hide the File menu. Notice that the black bar on the left side of
the page is still displayed ok.
3) Click on the Stop button. Do not worry that the Stop button is greyed out.
4) Drop and hide the File menu. Notice that the area of the black bar that was
covered by the menu is now green.
To reproduce the JavaScript mouseovers not working:
1) Go to http://www.advent.com/
2) Near the top of the page is a menu bar with items like About Advent, News &
Events, etc.
3) Mouse over the menu bar. Notice that the items turn orange when the mouse is
over them.
4) Click the Stop button. Do not worry that it is greyed out.
5) Mouse over the menu bar again. Notice that the items no longer turn orange.
6) Show and hide the various Mozilla menu (View, Bookmarks, Tasks, etc.).
Notice that the menu bar does not even repaint itself now.
In both cases, the pages will begin working properly again if they are reloaded.
Tested with Mozilla 2001020904 on NT4.

Yup, I see the same behavior on build 2001020804, Win98, using the
www.sfgate.com test.

I can confirm this bug at both of the listed urls with
user-agent: Mozilla/5.0 (Windows; U; Win98; en-US; 0.8) Gecko/20010209
