68344 - Folder charset override is broken for body

This bug depends on fixes for 65277, 65072 . Those two bugs deal with unmime or
wrong headers. This one was observed with 2001-02-08 build and deal with body
that is mime encoded but deosn't get override when folder charset is manually set:
Steps to reproduce:
- set your preferences to default display messages in koi8-r;
- set folder charset to koi8-r and check " Apply to all" box;
- close mail, reopen, go to russian newsgroup;
- // note: some headers became unreadable ( those with koi8-r in the header) but
the message body displays correctly, if you uncheck " Apply to all" box then
headers will display correctly but koi8-r encoded body will become unreadable
( messages that are unlabeled display fine)

I am not really sure if this is related to bug 65702 since that are supposed to
affect headers only. Let me do some investigation.
I would be very helpfull if IQA could test builds of 2/6 or 2/7 to see if the
problem had been there already.

Okay, let's assume it's the same problem as bug 65702 and check after that bug
got fixed.

Folder charset bug 65277 was fixed (checked in today), and I don't see this 
problem on my debug machine. Marking as fixed, please verify with tomorrow's 
build-.

verifying with 2001-04-11 build.the problem is fixed, applying folder charset to
all doesn't make the message body unreadable, it is displayed correctly
