The above have been invited to contribute translations and Huda has given them translation rights on Pootle. The only person contributing translations at the moment is Huda.
I'm not sure what, if any, discussions, have happened between the various participants.

Yes it is very active. You can contribute suggested translations here:

This is the Urdu translations for Firefox 15. The state can best be seen here: http://mozilla.locamotion.org/ur/firefox/
In summary: all the important user facing parts are translated for the UI and first level of configuration.
There is no work done on developer tools and install.
Partial work done on: security and obscure user related parts (user4)
I'd like to push this into proper Mozilla build infrastructure for these reasons:
1) The work is usable as it is now and could use wider testing and the ability to draw a contributing community.
2) The team lead, Huda, has shown long term commitment to translate this through a number of Aurora versions.

Urdu Firefox 15a2 translations
Thanks for the attachment,Actually i am currently building a team for Urdu development. Actually we are new to localization so for learning the process i am organizing an event to learn the basics of localization, i hope this effort will be helpful for promotion of urdu language in Foss community.

This should pass compare locales. Some issues reported where marked on Pootle for correction. The credits fields are at default, translators have been notified and they should make corrections on Pootle.

Urdu Firefox 17a2 translations
Thanks for hanging in there, I'll give this an r+. Looks good to add to Firefox 18. I got a few comments below, though.
Overall, I'd like to see more translation coverage, which may make this is tough one to actually go in to beta with 18.
Technically, how relevant is 'ur-PK' vs 'ur'? I've looked at the places where the locale shows up like intl.properties and toolkit/defines.inc, and it references Pakistan in both primarily. We should be consistent in our choice.
I'll also start filing a series of bugs for which we'll need your help and work again.

I guess it depends on what types of differences might exist between Urdu in Pakistan vs India. My initial guess would be the it would be ideal to prefer just 'ur'.

Feel free to do that once we got the aurora repo in bug 800593.

Faisal and I have discussed this and we both agree with 'ur'. We'll go through the translations and make it consistent.
