bookmarks manager overrides sidebar state when app closed with manager open

tested with 02/12/01 mozilla trunk builds on mac, win32 and linux. 

summary: when the app is exited with the bookmarks manager open the state (which
folders are expanded, etc.) of bookmarks in the sidebar is altered.  After
starting the app up again the sidebar state has been changed to match the
manager state.  This does not happen if you first close the manager before
closing the app.

steps to reproduce:
1. start browser
2. open bookmarks manager. 
3. expand and close folders in the manager and the sidebar so that the two do
not match
4. exit the app
5. restart the app

actual results: the sidebar folder state is altered to match the state of the
bookmarks manager.

expected results: the two should persist state independent of the other.

additional information: if you first close the bookmarks manager before exiting
the app the sidebar state is not overwritten by the manager state.

let me take another crack at explaining this:

If I have open folders in bookmarks tab in sidebar and those folders are closed
in the bookmarks manager and I close the app and restart then the folders in the
bookmarks tab in sidebar are closed.

I don't think this is a bug. Whichever representation is open last is the 
representation that wins. "Undefined"
