Steps to reproduce:

Scrolling on some websites, using the scroll wheel of my mouse. Problem occured while scrolling both upward and downward.


Actual results:

The scrolling animation seems 'choppy' and processor usage spikes. Websites this is reproduceable on include https://nightly.mozilla.org/ and http://www.reddit.com/r/Minecraft/comments/kdfs3/i_found_it/


Expected results:

The expected result was smooth scrolling with minimal processor usage.
