Seems like we could at least delay cases where we don't match the medium for <style> and <link>.  @import with media is a lot harder, but I think in practice it's not used as much.

David, any objections?
This may be somewhat harder than what it seems with the preloading stuff, if my diagnostic in bug 1372041 is correct.
