Details

Currently if a user tries to register an account with an email address that is already in the system, the registration fails. There is no good message on why it failed. We should do something better to prevent user confusion.
Just so we're clear: saying "this email address is already in use" confirms the existence of a user account. We should rate-limit the register page in the future to prevent harvesting, but I think any message that doesn't confirm existence of that account/email is terrible UX, so we need to make that trade-off.
