We need a new component to track access list requests so that they can be audited. We also need a flag for infrasec to signify their checkoff after the request is completed.

Your understanding is correct. Description: This component is for requests to modify or permit new flows through the firewall or network access control lists. How is that? Anything else you need?
network-ops-acl@mozilla.org.bugs may be more suitable.
On the other hand network-operations@mozilla-org.bugs is the netops queue so for consistency network-operations-acl@mozilla-org.bugs may be the one. I don't care either way though. :)
