Cam: general testcase filtering supports tags now.

Making the filtered multiselect support it is actually completely different, as the multiselect does all its filtering in the browser (since all the cases are loaded to begin with and there's no pagination, there's no point in going back to the server to get a filtered result set). Since this'll require more steps from all three of us (and also requires some decisions to be made), I've made a separate story for it (https://www.pivotaltracker.com/story/show/20576481).
