Followup from bug 633691...
When a page has frames, having network/cert errors show up in the frame is of limited utility (unless the user is the web developer). We should just show some simplified UI that indicates there was a problem, and perhaps some minimal detail of the problem. And in a form that doesn't look bizarre when the iframe chops off / scrolls part of the error.
EG when a image fails to load we just show a broken-image icon, so an iframe with a problem could just do something similar... Giving the user instruction on fixing the problem (irrelevantly, in the URL bar) isn't useful for a web page!
The plugin-problem UI is probably a rough guideline of what to do, although we might want a very different visual appearance? Or the same?
