This happened in 7.0 release. The first run of xulrunner signing passed gpg verification and sent email but there were no win32 signed builds up on ftp. It looks like space ran out during signing (should clear up at least a couple GB for xulrunner signing) but because there were some jsshell files signed and present, the verification looked at those and verified that they were signed and sent the email without catching that there were no signed win32 packages (which is what we really want).

Sounds like this happened with the old signing on keymaster. Since then we've completely changed how signing works.
