690112 - Suggest users are directed to generated errors

If a user tries to approve their own testcase, or do some other action which is forbidden, the error appears at the top of the page where they may not see it. Suggest the page focus goes to the error.

1) user tries to approve their own testcase at the bottom of the page

expected: user error is generated, user sees it
actual: error is generated but user doesn't see/notice it at the top of the page, and is not forced to look at it

This bug report was likely on 0.4.X - this issue is already fixed in master and 0.5.X, errors always appear visible.

looks like this is working now.  even though we don't require approval for test cases any longer
