Right now, if we only have english and only ever hope to have english as an available language (the localerepostiory returns nothing) we still show the lp with "Continue in English" and "Choose a different language". Since there really isn't much of a choice to be made, we should probably just kick you out of the locale picker and let you go on your way. STR: Change your phone to something non-english. Install en-US only fennec start fennec at the local picker screen, click "Choose a different language" Results: you can choose... English! Expected results: some more languages to choose from
