During the reg flow for Mozillians, the privacy policy clicks through vs. into a separate window/tab by default.

I'm super-wary of opening things in new windows; it's not a pleasant user experience. The privacy policy is a link which carries the expectation that the page contents may change. I get that it's confusing to lose contents on the page, but that may point to the link being placed oddly. I don't like links opening in new windows unless we *absolutely* have to.

Links on a page do not only carry the expectation that the page's contents may change. They carry the expectation that the user can also be directed to another page of contents. Generally, when a person sees "privacy policy" as a link, its understood that what's going to show is a new page rather than updated content on the current page.

With that assumption, then its pretty safe to assume that we should not break a user's flow in registering an account on the current page when all they want to do is read content from elsewhere (e.g. the privacy policy) that is unnecessary towards the registration action that needs to be performed on that current page.
