Imagelib will have to expose more state to us to do this (e.g. we need to be able to tell apart "completely available" and "partially available" in spec terms).  Need bugs on that.

Actually, the right way to do this is to file bugs on making our .complete match the spec and using it in the canvas code.  That will fix all of these automagically.
