This is confusing and unpleasant. I think Bug 480405 took an approach that was too heavy handed: we should *indicate* the tabs that are already open, perhaps roll them up in a smaller space, and certainly allow you to jump to the open instance rather than open another, but filtering them out altogether is inhumane.

about:sync-tabs has been deprecated. Better synced tabs UI has been implemented in a menu panel (bug 1201331) and sidebar (bug 1210586).
I can't replicate this behavior in the new menu panel UI.
