back/forward doesn't work in frames if is startup page

Details
If the browser startup/home page has been set to a frames page, or you load a frames page before the home page has had an opportunity to load on startup, back/forward doesn't work while in that frameset. After I leave that page, back and forward will begin to work, but not for the links I traversed previously while in the frameset. As an example, use the URL provided as a startup page and click a few links in that frameset. I've encountered this one in NT, 98 and Linux, so am marking OS as All. Alas, another in a growing list of back/forward frame bugs. :-(

VERIFIED duplicate. From the original bug, it happens if you open a frameset in a new window, be it your startup page or just a page opened with "open link in new window"
