The add-ons manager update ui shown on startup should update extensions automatically that have an update available after application version change. This should lessen how often the incompatible extension list in this ui is displayed and when it is displayed it should lessen the number of extensions listed.
I agree it should update add-ons automatically, where the user has not opted out of that. Not sure it will reduce the amount that UI is shown though. Assuming the user has been running Firefox in the past day they will have gotten any add-on updates available for the previous Firefox.

The only way to reduce the amount the UI is shown is I think to be able to stage updates to add-ons where the new version of the add-on is only compatible with the new version of Firefox that is being installed. That way those staged updates can be installed and less add-ons will be incompatible when it comes time to decide whether to show the UI or not. That is a tricky thing though as we have to take care to not install the updates if the Firefox update fails.
The ui I was referring to was the incompatible add-ons list page. I don't think there is a way to not display the wizard itself.
I probably should have said ui where the user has to read in order to make a decision.
