Searching using the "Search xy for ..." context menu opens a new window by default because the browser.search.opentabforcontextsearch pref currently defaults to FALSE (the pref is also reflected in Preferences UI under Browser/Internet Search). This is in contrast to the defaults for the prefs under Link Behavior which control how links are opened.

Note that AFAIK changing the default will change it for everyone who currently has it set to FALSE. Thus it should be relnoted (for which I'll add the corresponding keyword if I get r+), but since we already have UI for it, everyone can change it back easily.
