Steps to reproduce:
1. Install the arabic plugin by clicking on the first .xpi link : http://ftp.mozilla.org/pub/mozilla.org/mobile/candidates/8.0b3-candidates/build1/linux/ar/linux-i686/xpi/ ( 	fennec-8.0b3.ar.langpack.xpi )
2. Go to the control panel -> preferences, and set the browser to Arabic
3. Open at least 3 tabs.
4. Tap the url bar enter a new url address(eg www.google.com) and press go.

Actual results:
 The left panel opens.


Expected results: 
 The left panel does not open, page is correctly displayed

Notes:
 - Issue is also reproducing when having 2 or more tabs opened and you open a new tab.

I can reproduce this on Fennec en-US Nightly (10/12). Went to a variety of sites and each opened the left (tab) sidebar.

I was able to install and use Arabic langpack on above environment and issue reproduced on this build too.
I tried several Nightly builds before build 20110928, but after installing langpack and changing language to Arabic, Fennec does not start any more. I get an error(see attached screenshot) and Fennec is stuck there. I need to clear profile to be able to use Fennec again.

There may be a chance that the language pack does not match the Fennec ui version for the build.

Unfortunately, there's no language pack for 11/10 at this moment in time.  10esr is shipped as is.  Pike is going to have a discussion with chofmann to see where we are to go with the language packs.
