The bottom pane is entirely invisible.
Is this not the correct behavior?

The point of the developer toolbar is to allow the use of extra tools (rule view, property view, etc.)

Allowing the developer toolbar to remain visible would mean that full screen mode is not actually  full screen. Also, activating tools in the developer toolbar would open panels when in fullscreen mode.

I am not sure how we could handle this, maybe the best solution would be to disable the highlighter in fullscreen mode?
I don't know if we should cripple our developer tools in full-screen mode, since you might be trying to debug an issue which only happens in full-screen mode.  I think stealing some of the screen real estate for the bottom pane is totally reasonable.

This behavior occurs in FF15.0a1 Linux as well, and is frustrating. Perhaps the developer toolbar could respect browser.fullscreen.autohide and browser.fullscreen.animateUp, similar to the tab strip and top toolbars.
I think this has been fixed by the Toolbox (the inspector is visible in fullscreen mode).
