OS: Android 2.3

Steps to reproduce:
1. Open Fennec app.
2. Go to Preferences and check that under Language option, Auto-detect is selected.
3. Change Language to Francais or any other option from the drop-down list.
4. After the Restart window is displayed, switch to Add-ons tab. (do not restart the browser)
5. Verify the language is not yet changed for add-ons.
6. Switch back to Preferences and select again the Auto-detect option.
7. Switch back to Add-ons tab and verify the add-ons language.

Expected Result:
Language is not changed for add-ons after step 5 or step 7.

Actual Result:
Language is changed for add-ons after step5 in francais.
After step 7 language remains francais for add-ons.

Beta bug, does not occur in Aurora; adding wesj to the bug for decision where to go on the bug.

For the same scenario as in bug description Language is also changed ( before restart ) in: 
-"about:fennec" page 
-Preferences->Clear private data, after Clear button is selected: "OK" and "Annuler" option are displayed, instead of "OK" and "Cancel" (attaching screenshot)
